Introduction and Overview
NTA - Metropolitan Mass Transit System Ltd. (“NTA”) is an Israeli government owned company tasked with the development of the mass transit system in the Tel Aviv metropolitan area, which includes, inter alia, a metro network (the “Metro Network Programme”).
NTA intends, in the near future, to initiate a pre-qualification process for the design and execution of certain works packages as part of the Tel Aviv Metropolitan Metro Network Programme.
In general terms, the Metro Network Programme will comprise three (3) mostly underground metro lines of approximately one hundred and fifty (150) kilometers in length, one hundred and nine (109) stations, hundreds of units of rolling stock and seven (7) Transportation Hubs, extending the Tel Aviv metropolitan transportation network to Tel Aviv’s more remote suburbs.
According to the Metro Network Programme’s procurement strategy, it will be undertaken by way of three (3) main design and execution packages – Advanced Works, Infra #1 Works and Infra #2 Works. The pre-qualification process to be initiated is expected to relate to the Infra #1 Works packages of Execution Stage 1, which will include the design and construction of tunnels and underground stations.
The Pre-Qualification Process
The pre-qualification process is intended for experienced and capable entities with expertise in one or more of the following key areas:
- Tunneling Works: Experience in the construction of TBM tunnels in urban environments.
- Cut & Cover Underground Structures: Experience in the design and construction of largescale underground structures using the “cut & cover” method.
- Mined Underground Structures: Experience in the design and construction of largescale underground structures using traditional sequential excavation methods (e.g., NATM).
Each of these requirements will be defined in the invitation for pre-qualification, with specific criteria to ensure a high standard of technical capability and expertise and the required past experience.
In addition, “financial robustness” requirements will be verified as part of the process.
Participants that demonstrate compliance with the pre-qualification requirements will be invited to participate in future tender processes, for the execution of multiple works packages, each of which will include design and construction of tunnels and underground stations for the vast majority of the sections of the Metro Network Programme.
Flexibility in the Organization of the Participants
Both single entities and joint ventures are welcome to participate, as the pre-qualification process will allow for a variety of compositions such as:
- Single Entity Participants: Individual companies or organizations that independently meet all professional and financial requirements.
- Joint Venture Participants: Associations of entities, each of which complies with an applicable professional requirement, which will be permitted to commit their combined strengths and contributions so as to meet all requirements collectively.
- Experience Providers: Entities may also participate in the process as subcontractors of the participants.
This flexible approach enables international and local contractors to collaborate and leverage their combined capabilities, expertise and experience, thereby ensuring the best possible teams are selected for the project.
The pre-qualification documents will, however, include certain requirements and parameters with respect to the members and composition of the bidders, such as maximum number of members, minimum registration and/or certification of members, etc.
