1. NTA - Metropolitan Mass Transit System Ltd. (“NTA”) is an Israeli government-owned company responsible for the development and construction of mass transit systems in the Tel Aviv metropolitan area, consisting, inter alia, three (3) LRT lines and three (3) Metro Lines.
2. NTA, in accordance with its obligations under the Israeli Mandatory Tenders Law, 5752-1992, the Mandatory Tenders Regulations, 5753-1993 and further implementing regulations promulgated thereunder, hereby invites entities to participate in the Tender Process.
3. NTA is looking forward to receiving a Bid for a consultancy company to conduct an external independent program and quality assurance role, create and manage a Program Assurance Office, and carry out the role of a Technical Audit Team to ensure that the Program is world-class and performed according to agreed requirements duly reviewed and validated.
4. NTA intends to select one (1) Successful Bidder in this Tender.
5. The Agreement with the Successful Bidder shall commence on the Effective Date, and shall be valid for a period of seven (7) years (the “Initial Term”) as of the Effective Date. NTA at its sole discretion may extend the Initial Term for additional periods, as detailed in the Tender Documents.
6. Threshold Requirements – The Bidders shall be required to demonstrate compliance with the Threshold Requirements and other requirements, all as detailed in the Invitation to Bid.
7. The Invitation to Bid and any updates thereto shall be available for online review and download from NTA’s website at www.nta.co.il (“NTA’s Website”) under the “Tenders” tab, free of charge and may also be obtained by sending a request to the designated Tender’s Mailbox: Tender1@nta.co.il, in which case NTA shall send the Tender Documents by email.
8. Any questions or requests for clarifications shall be addressed in writing only, via said Tender’s Mailbox, by no later than August 11, 2025.
9. Bid Submission Date – The date for the submission of the Bids is September 17, 2025, by no later than 14:00 (Israel standard time). The Bids shall be deposited in the designated Tender box located at NTA’s offices, Harokmim 26 Holon, Building A, at the entrance. All Bidders shall be responsible for receiving confirmation of their Bid submission.
10. This notice contains general and preliminary information only. Bidders are required to comply with all the provisions of the Tender Documents, in their entirety.
11. In the event of any discrepancy, ambiguity or contradiction between any information contained in this notice and the requirements of the Tender Documents (including the Invitation to Bid) the provisions of the latter shall prevail.
